The Santa Rosa Ranchos Homeowners Association is regulated by the original documents "Covenants, Conditions and Restrictions" (commonly referred to as CC&Rs) and the "Bylaws of the Santa Rosa Ranchos Homeowners Association" (By-Laws).
The CC&Rs were amended in 2000 to further define responsibility of maintenance, repair and/or replacement of the "interior" fences (the equestrian trail fence that forms the boundary between the Owners' lot and the equestrian trail itself) as being assumed by the Owner of the Lot for which the interior equestrian trail fence forms the boundary between the Owners' lot and the equestrian trail.
These governing documents were recorded in 1989, and should be provided to each new property owner during their purchase of property within the Santa Rosa Ranchos. The Assessment Collection Policy is the current policy used when enforcing the members' obligation to pay assessments. Prompt payment of assessments by all owners is critical to the financial health of the Association. If you are interested in having automatic dues payments set up, fill out the Homeowner Authorization Agreement for Direct Payments (ACH Debits) or contact Guardian Generations at 951-683-6170 to request ACH payments. You could also set up payments thru the AppFolio portal. See the link on the Home page to "Pay Online."
The Violations and Fines Policy outlines the steps taken to enforce the governing documents and association rules and regulations. The important documents of which to be aware (in addition to the CC&Rs and Bylaws) are the "Rules and Regulations" that relate to property maintenance (updated January, 2013), plus "Rules and Regulations - Arena and Common Area Use".

A "Building Approval Request Form" is required to be submitted and approved prior to any proposed structural and landscaping architectural changes. If you prefer, an ACC Packet containing the form, ACC rules, and the pertinent CC&R section can be downloaded here.
EQUESTRIAN FACILITY RESERVATION
In September, 2011, the Board approved the use of a Liability Release and Equestrian Facility Reservation form that will help avoid date conflicts with use of the Equestrian Center. The form includes a rate schedule based on group usage (no charge to residents when no participant fees are charged). Fees will be used to offset maintenance costs for the facility. For quickest response, forms can be returned to Pat Brown (951-317-3011) or pat@hydrasystems.com, or call to arrange a drop-off. Requests can also be sent to: Guardian Preferred Properties, 6700 Indiana Avenue, Ste. 265, Riverside CA 92506 at least 30 days in advance to allow approval. If your event is sooner than the 30 day advance notice, CONTACT PAT BROWN at 951-317-3011 to expedite. Any questions can be directed via the "Contact Us" page on this website.
MISCELLANEOUS INFORMATION
Many homeowners are unaware of the history of the Santa Rosa Ranchos Equestrian Facility, and that it was built on property belonging to the Santa Rosa Ranchos Homeowners Association (Lot 57) AS WELL AS partially on Gavilan Springs Homeowner Association property (Lots 47 and 48). In our area the most likely source of an emergency will be a house fire or evacuation from a wildland fire. EXCITING NEW INFORMATION
As a joint effort between Pat Brown and a live and local real estate office, we are pleased to present our first offering of Santa Rosa Ranchos Trail Maps! The maps are intended to provide trail information to both riders and trail workers. Please note that "Yellow Trail" is actually a link with the Gavilan Springs trail system as an adjoining development. Two map types are provided: an aerial view map, although "busy" looking, provides structural property features for reference, and a road view map, which is cleaner looking and provides the trails in relation to our streets. Please let us know what you think! Feedback is welcome.
